Cat Always Hungry But Losing Weight

My male cat has had stomach problems since he was a kitten. As a baby, he had constant diarrhea. With the help of meds he grew out of that, but even as an adult he would throw up often until we got him started on a new brand of food a while ago that sat better with his tummy.
About a couple months ago, however, he began to act constantly hungry. He would go onto the counter to steal food from the sink and sometimes even attempt to paw it off our plates, something he's never done before. Whenever meal time comes around he is the first to start eating and will even lick the empty bowl long after everything has been eaten as if to try and get any last molecules of food out of it.
He's always been naturally slim, but he's recently become quite skinny, likely unhealthily so, despite his constant hunger and eating. The odd part is, I'm not certain it's the food as my other cat has maintained a pretty steady weight since the introduction of the new food. She hasn't experienced any change in appetite I can see. And, my male cat isn't old- only around three years- so I seriously doubt this has anything to do with him getting older.
I was wondering, could all this be a sign of diabetes in him?

Yes, absolutely it could be a sign of diabetes.    You should also check his thyroid.

Your describing classic symptoms of hyperthyroidism although it could be other things too.  Hyperthyroid is fairly easy to control with daily medication and sometimes with a prescription food Hills Y/D, but regardless he needs blood work done asap.

Does he seems thirsty and urinate a lot? If so, that could be kidney disease. My rescue cat had digest problems since I first started taking care of him 5 years ago. He always acts hungry, but in the last couple years doesn't eat a lot. A year ago, the vet tested him for hyperthyroidism and that was negative. Bloodwork and urine test a few months later confirmed kidney disease. 

It could be a number of things. You best bet is to discuss it with your vet.

It could be diabetes or any number of other health conditions. Please take your cat to the vet and have a fulld work blood work up done. Make sure to specifically ask the vet to include for the fructosamine test for diabetes and T4 test for hyperthyroid.

Juvenile diabetes is rare but can happen. Diabetes most often occurs in cats around 8 years old or so.

What brand of food (s) are you feeding? How much are you feeding each cat? I wonder if maybe your male cat isn't getting enough calories daily for some reason. Hungry cats will constantly scream for food and look in the trash can, sink, counters, for anything they can eat to get some calories.

A trip to the vet should be done and if everything comes back ok, you can take a look at the diet and change something (more food, different brand, etc) to see if that keeps your cat's tummy happy.
