Runny Nose and Scabby Skin

When my dad brought home a new puppy, it stressed my Siamese kitty out pretty bad. She stopped coming home, she basically lived at the neighbors across the street and I would regularly try to bring her home, but she would just cry at the door for hours until someone let her out. We had to move about 30 minutes away, and I knew that after all that time my cat loved her new owner and when I mentioned taking her from the woman and her husband to move away, the woman cried. It broke my heart but I knew I had to leave my kitty, Passion, where she was happy. She seemed to be getting great care. A year passed and we found we had to move to Tennessee. I wanted to see Passion one more time, to say goodbye. I used to visit her, but I stopped because I thought she was happy and in good arms. When I went to see her, she was outside laying in the grass. As soon as I stepped out of my car, Passion sprinted to me purring and meowing like crazy. When I went to pet her, she was nothing but skin and bones. She was starving. I could see every bone. Also, her skin felt very scabby in almost every spot I touched. She had snot dropping from her nose. So, I instantly picked her up and took her with me in my car. I couldn't leave her there. It's been about 2 months, and she's gained a lot of weight but her skin is still very scabby. I thought that with a flea collar and a healthy diet, her skin would clear itself up gradually. It hasn't gotten worse, but stayed the same. I haven't seen any fleas or flea eggs on her. I'm not sure if her skin condition correlates with her constant sneezing and runny nose. Also, she puts very loud and unlike any cat I've ever heard, she never used to. There is also an occasionally "drip" sound while she's purring, I have no idea how to describe it. I just got a job and they're holding my first check for a month, so I'm wondering if I could find any advice about Passion here that I could do up until I can get her to the vet in about 3 weeks. Someone I know told me to rub coconut oil all over her every day, should I buy some?

Side note, she's around 10 and she is now very happy and is always wanting food and attention.

Both conditions seem to be persistent and ongoing and really need vet attention to discover what's going on and how best to treat them.  Would it be possible to get Care Credit or even borrow money from family or friends to get her to the vet?
