Cat with bad litterbox aim

I have a 16 year old male cat who has never quite understood that he has to get his whole butt in the litterbox, not just his paws, so he always ends up getting cat pee everywhere. Usually he manages to poop in the box, but only usually. He's done it his whole life and vets have never found anything physically wrong with him to explain it. I've tried getting bigger litter boxes (he's a small cat, but he still just stands at the edge,) smaller sides so stepping is easier (didn't seem to matter,) using lids (won't use a box with lids at all,) and gently pushing him in farther with rewarding him when he gets it in the box, but none of it has worked. Currently I just have plastic sheets under the box and clean it as best as I can, but it always smells terrible and is a huge pain to clean. We have 3 boxes, and I have to keep the litter boxes spotless or my younger cat uses my bed instead. 

Does anyone have any suggestions, or does anyone else have a cat that does this? I've thought of buying something like a small kiddie pool instead of a litter box, but I'm afraid he'll still just stand on the edge of that too. Thanks!

I have a similar problem with one of my boys. He stands up to pee, so sprays the walls and floor next to his litter box, and won't use a covered box either.

I got one of these plastic storage boxes. I took the lid off and used a hot Stanley knife to cut a semi-circle at one end to make a U shaped entrance. (Has to be hot so the knife cuts rather than splitting the plastic.) I then covered the cut edge with masking tape just in case it was sharp. The cut edge is too thin for him to stand on so he has to go right into the box. The box I have is about a meter long and 50 cm wide and high. He's doing much better now, hasn't sprayed the floor for weeks.
