My cats third eye is almost always showing.

We responded to a post in the newspaper about people selling cats for $5. So we brought this newly born kitten home and immediately realized he was very sick. He had diarrhea and worms.

He is about 14 years old now, and he's extremely healthy and energetic, but his third eye has always shown, since we got him as a kitten. It's almost always present especially when he blinks or start to close his eyes. Is this morning to worry about?

I have heard from somewhere (so take this with a grain of salt, since it was mainly hearsay/rumor), that kittens born with their third eyes visible were or use to be euthanized.

He is a bizarre cat. He seems to have anxiety (I'm trying not to anthropomorphize); he has to be with my mom a lot (and maybe he's just spoiled with affection); he is extremely skittish: he runs from everything, from folding a blanket, to pajama pants; he paces; there may be more, I'm just not sure right now.
