Feral/Stray cat trying to "adopt " me

For the last few months there is a cat that is either stray or feral that follows me every time I go out to walk my dog. When I go out by myself he won't follow me and will run away from me. I would take him in but my apartment management would charge me a pet fee and I don't know if I can afford the extra expense.Also I'm not sure how my dog would react since she is used to being the "only child." I thought about finding someone else to take him but he seems to be fixated on us and he seems to be afraid of other people. What should I do?

Contact your local rescue and/or TNR groups! This cat is not feral because he's following you around, and he can probably acclimate to other people if he likes you. At the very least, he should be neutered, which a TNR (trap, neuter, release) group can help you accomplish.

Contact your local rescue and/or TNR groups! This cat is not feral because he's following you around, and he can probably acclimate to other people if he likes you. At the very least, he should be neutered, which a TNR (trap, neuter, release) group can help you accomplish.
     Yeah most groups in my area won't take strays or owner surrenders.I also spoke with animal control and they don't pick up stray/feral cats unless they are injured. I believe he/she was TNR'ed since his ear is tipped.

Are you sure the cat doesn't belong to someone? 

If he doesn't I'd feel like I'd have to take him in.. I thing that's the general consensus from most people here.  But then, we are The Cat Site.

   My dog doesn't really care, to her the cat is just there.She'll sniff it though a few times she has snapped at it, mainly because I think it annoyed her at the time. I thought about taking it in, but if I did, I'll have to pay $300 for an additional pet fee plus there is the cost of having to get shots and heartworm medicine, I don't know If I can take on the additional expense.
