Cat peeing and puking randomly

There is a cat within the residence that is peeing in random places and puking. The owners have switched up the food and the litter box is also cleaned on a regular basis. She is a 3 year old female who was adopted from the humane society.  Sometimes she is let outside but she does not leave the yard. 

How can we get the cat to stop peeing randomly?  Does the carpet in the room need to be torn up and replaced? Could she be marking territory or is this a sign of a urinary issue? The owners have agreed to take her to the vet. 

In the mean time what can we do to get this to stop?

The first thing to do is take her to the vet. You can't address if it's a behavioral issue unless medical issues are ruled out first. I would get here there ASAP.

Cats puking is never normal, and combined with the peeing, I'm wondering if she ingested something poisonous and is having some sort of organ failure. How long has this been going on?

From what I understand, at least a month. This is not my cat and this is the first time I have ever been around her.

Yeah, I would have the owners take her to the vet immediately. If she has a UTI or blockage, and it's gone untreated, it could have spread to her kidneys. This can easily cause death.

I'm not trying to scare you, and I know its not your cat, but if you could persuade them to take her to the vet as soon as possible, this is not something that she'll get better from without treatment.
