I'm actually going to say a male with no testicles. The distance between the anus and genitals is more than a female would have. Whether he's already been neutered or is cryptorchid I couldn't tell you. How old does he look to be? Can you get a pic of his face?
I think male with either very under developed testicles or one that has already been neutered. The gap between anus and genitals seems too long for a female cat.

Its a very large cat so we're sure its an adult. It also has a 13ish inch long tail! If it had visible testicles we'd know it was a boy, but since it may have been neutered or underdeveloped testicle-wise we are unsure. We looked into the distancing like some of you mentioned and that's why we were confused that it may in fact be a neutered male stray. Thanks for all the advice so far!
He's definitely had some human contact before, a feral cat wouldn't let you get that close to take pictures. He could be someone's lost pet, or he might have been dumped. Sadly quite a lot of cats get dumped, 4 of mine came to me that way.
We've been seeing it for a couple of months now. It would never let anyone around it as every time we'd go outside it would run. One time my mom decided to talk to it and it stopped running this was about a week ago. Since then it has sat outside our front door almost constantly meowing so we began to feed it for fear it was hungry. We've checked the local newspaper and pet Facebook groups to see if anyone has been looking for one, no one has. It has been accompanied by another orange and white cat who we cannot get near as it is very skiddish and will run regardless of what we do. So we aren't sure if they've been dumped together or got lost together or what.
