Cat irritated skin near mouth

Hello, I am wondering if anyone knows what this skin irritation near my cat's mouth is. She has been scratching that area occasionally so I am unsure if this is feline acne or a rash or allergy. Does anyone know how I can treat this and if it is serious? It looks painful and I feel sorry for my kitty Thank you!

What type of bowls are you using for food and water?

I had a friend whose dog was VERY sensitive to anything other than stainless steel. Once she made the switch to stainless steel, the rash disappeared! 

I'm using a white, ceramic plate. Thanks for sharing your thoughts, I will try switching her plate but after doing a quick Google search it seems ceramic is normally on the safer end for allergies... Hm...
