Want to switch from clay clumping to wood pellet based litter - need suggestions

First of all, I'd like to say that clay litter sucks... for me at least...

I'm on a tight budget so I end up buying fresh4life/grreat choice brands and the amount of dust when I pour the litter is insane. It leaves a thin layer of dust on my apartment floors and since the kitchen is open to the living room I'm worried about clay particles ending up on cooking surfaces - I'm an avid cook and am not enthralled about having my food covered in soiled litter dust! Also my kitten of 8mo is probably capable of digging to the core of the earth with the amount of energy he puts into pawing that litter (we got him a very large litter box recently - digging habits remain the same unfortunately). That brings in respiratory problems from the dust he throws around and I'd rather avoid putting him through that. AND clay sucks for the environment, so it'd be a bonus if I could switch. So for these reasons I want to switch to wood pellets but I have some questions first: 

1. I read that pine is toxic to cats. Why is it that most cat companies use pine then? Is it "safe enough"? Currently looking into Exquisicat since Feline Pine is waaay out of my lowly student budget. 

2. My cat has rather loose stool (taking him to the vet soon), since the pellets dissolve with urine is it a bad idea for diarrhea inflicted cats? I'm worried that the extra liquid from the poop will make it harder to clean.

3. I saw that you can just use wood stove pellets that are untreated. The ones at my hardwood store ($5/40lb!!!!!!) are spruce pellets. Is this safe for kitty litter use? If not, what kinds of wood pellets should I be looking for? 

4. Will I still have to worry about his manic digging with wood pellets, would it be less of a worry in terms of dusting up the house and his poor lungs?

In canada /BC it costs $5.50 for  bag of stove Pellets
- Yesterday's news in pet store is 20.00 something for one bag.  Have found the SPCA uses the best  least expensive safe to use Litters where ever they purchase it from in your area. Most likely directly from a Stove Pellet Store. :)

Agree prefer pellets over clumping for health reasons as well.  When buying pellets from stores it must be confirmed that it's safe for animals a sign stating it's used is safe for pet bedding. Must be non toxic stove pellets can be sprayed. 

It takes time for cats to accept the litter change some take longer than others.

Lots of cat owners here use Pellets  
 especially multi cat homes.

*with animal bedding cedar is the worst very toxic especially for pocket pets.

You haven't put your location information in your profile yet, but if you are in the USA, chances are there is a Tractor Supply Company store near you.  They have pine pellet HORSE bedding (their own brand) which is basically the same thing as Feline Pine, except for the price.  It comes in 40-pound bags and the current price is $5.99 per bag.  That's what I use, and I have little money and a lot of cats.  I know nothing about stove pellets but it sounds like they might be similar.

You can mix it in with your current clay litter and they will get used to it.  Some of mine will not bury their poop in the pellets.  Sometimes another cat will bury it for them, but other times I just scoop it out and flush it down the toilet.  I wouldnt put a lot of pellets down there since I have a septic tank system, but a few don't hurt.

Fixed! I'm in Ontario so my choices are limited and prices are ridiculous. I think I'll try a bag and see if he takes to it, it's only around $5 I don't think I have much to lose. Will pick some up in the coming weekend and mix it into his clay litter and see how it goes. Thanks!
