My Kitten

Hello, i'm new to this website and needing some help understanding my kitten! I got my second cat back in November from a friend of mine. He was TINY (about the size of a Note 3), but everything was fine with him he stopped drinking from his mom and was on kitten food. Now a few months later he's still very tiny but he has grown since i got him and is very active with my older cat who is almost two in August. I've caught Max (my kitten) sleeping I believe but pretending he is being fed by a mother but when i go to make sure he is not eating anything off the bed he's not eating anything! is this normal or? i've never caught my older cat doing this ever! This is max

Is he sucking on things, or just kneading and rubbing his lips on the blanket? I know some cats suckle on blankets and fingers I'd they were weaned too early, but I've a few cats that rubbed their lips on things when they kneaded, I always just assumed that they were happy.
(Max is adorable, by the way!)

Its like he's sucking but hes not actually sucking just moving his mouth thats it!
Like as he was drinking something in a sense
