ear tumor

I m fostering my friends cat George because her cat was spraying. George was rescued last winter. He has a tumor in his ear that he scratches. My friend took him to a specialist and the cost is $2000.00. 

Does anyone have any suggestions about possible places to see if the cost would be covered? He is such a great cat. Great personality. I have to clean his ear every day because of his scratching it. He can't hear in that ear and i don't think much from the other one as when he was rescued he had really bad ear mites which was successfully treated. He went from being underweight to now weighting 19 lbs so he is on a diet.

Could a regular vet do the surgery? I had a cat that had ear tumors and we had a regular vet that did it. This was back in... 2000-2001 time frame? So prices in general have obviously changed. My parents paid for it so I honestly don't know how much it was though.
