Cat acting out of the norm

A member of my small cat group posed this question to us and we have no ideas, I told her I would ask here and see if there are any ideas:
The past 2 weeks Mr wembley has come up with a new one.  He is my loving kitty that I rescued 2 years ago. He comes up with strange antics at times but this one is driving me crazy.  He doesn't want to be on my lap. He's either on my arm or my shoulder.  He even jumps onto my back and hangs on if I am walking.  Nothing has changed in the house so I am at a loss for why he's doung this. Besides thst, he has longer hair so my allergies are flaring.  

Any help or ideas would be greatly appreciated.

Since it is winter time, I wonder if there would be static electricity present.  So when the cat sits on its owners laps and she strokes the cat, static builds up.  This can be really uncomfortable for a cat.  The owner might not recognize the static as it may only be felt by the cat.  Most cats do not like the feel of this. 

Since the cat is longer haired this can happen very easily.  Does she brush the cat?  That would help with her allergies as the danger and dry skin cells need to shed.  Yet brushing can also cause more static.
