My 8 month old kitten scratched a small cut above his eye (just below his "eyebrow"). I clean his ears weekly, but I haven't gotten any flee prevention stuff yet, is it possible he has ear mites?

Actually, on a second look, it seems like he scratched off a very small tuft of fur.

Do you notice him scratching a LOT?  Why do you clean his ears weekly?  Have you seen evidence of ear mites...is that why you are doing that?  I think since you are cleaning them, you would see black gunk in them if he had ear mites.

If he's scratching a LOT, could he have fleas?  If not, it could be food allergies. Those after cause issues around their head and neck areas (itching)

A normal cat shouldn't need their ears cleaned more than once a month (so says my vet). If he has ear mites you'll see a dark-colored, greasy, stinky sort of crud in his ears. Cats with allergies can have excess earwax that needs to be cleaned out.

If he's just a baby it could be that he made a mistake and just scratched himself a little too hard. It happens sometimes, even to people.
