Fleas?

There's a patch of tiny black dots on my cats abdominal and under his arm like the pit of it. I try to remove it with water but it doesn't wipe off. Also there is no reddish colour on the paper towel. Can this still be considered flea feces?

It does look like feces, doesn't it?

If you've just noticed it, won't wash off or remove like dirt it may just be tiny skin freckles nothing to worry about.  Flea dirt  will drop off if there are fleas.

Those don't look like freckles to me.  It's possible that it's cat acne and not fleas though.

Are you noticing your cat itching?  Can you show a photo to your vet?
