2-3 year old male cat (I think) Having urinary issues and really starting to pull out his fur

So I'll try to keep this short and sweet. I took in a stray about a year ago and had him neutered. He's an indoor cat and for the first 10-11 months he was an absolute sweat heart, and I wondered why it had taken me so long to get a cat. However,...

The last month or so has been quite the experience.  It started with him crying out when trying to pee and failing to due so. After a quick google search, we're off to the vet right away. They did a urinalysis and said it all looked fine. But we put him on a week of antibiotics and some Royal canine UTI food at my insistence. He seemed to bounce back, but a day or 2 after the antibiotics stopped and he started eating his regular wet food, he puked at least 7-8 times in a half hour and didn't eat anything for a day and half (Weekend). So back to the vet we go. Did another urinalysis and blood work, Again the vet told me everything was fine and literally said it was my problem.

So i put him back on some UTI wet food and for the first couple days he was in and out of the liter box every 10 mins with very little to show for it,. This time I noticed blood in his urine. So now on top of wanted to strangle my vet, I was about to take him to the next town over to see a different vet. When he finally seemed to be passing urine regularly again (Thank god! I had bought some cranberry powder and a cranberry treat I would mix one or the other in his food each day) 

So now he is eating and peeing again for the most part, but he is very restless and still not himself. He's over grooming and really starting to pull the fur on his back out. I've done my due diligence and researched plenty online before deciding to make this post.. And from my research it seems cats can cause urinary problems with no underlying medical issue and over grooming can be physiological, but he was fine for the better part of a year.  My neighbor has 3 cats and there's other outdoor cat, but one of them really seems to torment mine. He'll  stand by the window and hang out in my yard (but has never been a problem) The other thing is I've been off work of late and home all the time now (Staying up later, sleeping later) but nothing to crazy, no strangers/moving/other pets. I can't afford to take him to the vet for another misdiagnosis, so I'd really like any advice any of you may have to ease him back into being the problem free, ball of joy I know he can be. Can't seem to find where to edit a post. But figured it was worth mentioning, a lot of his over grooming was to the genital area (to the point he's removed alot of the fur around his penis) which I chalked up to urinary issues and has toned down some since he's peeing again. But does persist

It definitely sounds like he's in pain to me.  I would at least consult with a different vet.  Calming treats or a feliway diffuser could be helpful to him.
