He was born with a small tailYou don't show the length of his tail, but if it's very short, he could be part Manx. Or, he may have lost part of his tail some way. He's a cutie in any case.
Your cat is really pretty, I love it. And yes, he will be neutered soon, just waiting until he reaches six months. Im afraid cause he likes too much outside....Oh, he's gorgeous!
I'd say he's a domestic short hair with a black and white tuxedo colouring.
Short tails are a sign of inbreeding, you see this in cats from feral colonies that have been allowed to breed unchecked for generations. Some breeds have short tails, Manx or Japanese Bob-tail for example. However it's more likely that he has a short tail because his parents were closely related.
He looks pretty healthy, but you should make sure you get him neutered soon. Just in case he passes on more serious problems to the next generation.

I believe male cats are able to reproduce around 6 months, so sooner is better. If you don't have any sort of enclosure, keeping him indoors-only is really the safest thing for him. Much lower chance of disease, predators, cars, other cats...and also it's better for local wildlife. Since he's so young it'd be very easy to transition him into indoor-only without him missing much. Just give him lots of toys and enrichment! You can also take him on walks with a leash and harness. He's definitely adorable!

Yes, Im really thinking about getting a leash.We always recommend that people get their cats spayed or neutered before 6 months, as they will start breeding at that age. He will show less interest in going far from home once he has been fixed, so the sooner the better really. Have you thought about training him to walk on a leash? That way he can explore outdoors without you worrying about him getting hurt or killed.

I read the guide that you posted about leash, it seems an incredible idea!2 months is a great time to start leash training him. Get him a harness to wear now, so that he gets used to it. Young cats are very adaptable, they're much easier to train than older cats.
Yes, 4 months is a good age to get him fixed. My 4 month old is going in for the snip in a few weeks.
