I took a Rubbermaid storage bin. I cut a hole in the lid then lined the bin with cardboard. I have a rubber mat on the inside. On top of that I have a self heating cat pad. The bin is under a bench facing the house to block wind. It is under the carport. The bin sits on a rubber mat. It is wrapped in a blanket with a piece of fleece inside. Is this warm enough?

If there is no danger of it getting wet this should work fine.  Yet if rain/snow can blow in then the cardboard will get wet as well as the fleece.  Many people use straw (not hay) to put in their rubbermaid containers.  It too is often best to have an exit and an entrance so the cat does not feel trapped.  Straw is easy to clean and does not retain moisture so there will be no dampness.  If you used fleece or other blankets and they become wet/damp the moisture will prevent the cat from staying warm.  Here is a great article that shows how to make a simple one

There is no danger of getting wet. I put it in a great spot facing the house near my front door under the carport under the picture window where I can look down and check on it.
