Winter Dog Coats?

Despite being an Aussie mix, my dog Sky is having troubles with the cold this winter. It's his first winter with me so I've been watching him to see if he needs any kind of coat and he's been freezing his little butt off when he goes out in the backyard. I got him a fleece jacket when I first started to notice this and it seemed to help but now that it's started snowing he's looking cold again when he goes out. I'm wanting to get him a thicker coat, maybe a waterproof one because of the snow but that's still soft inside for him but the issue is he can undo velcro--and he eats it. His fleece that he has currently just pulls over his head which his perfect for him but I can't find any thicker coats like that.

We're working on his velcro issue but I don't want to spend a fortune on destroyed dog coats until he gets over it, and I don't want the poor guy to be cold all winter because he often has to be sent out in the backyard for parts of the day, which he's happy with except for the cold. So I'm wondering if anybody here knows of any nice non-velcro thick dog coats? Preferably with a waterproof outside and some sort of fleecy/fuzzy inside. I don't want a super cheap one but I can't afford a $50 dog coat either. His fleece was $20 and I'm happy paying that much again, even up to $30 or $35 for a good coat.
