Problem with my cat's anus

My cat has an usually large size anus compared to other cats his size. His anus is not red or swollen but it  always smells like feces,and after he has a b.m. there is always a very small amount of feces on his anus. I find small spots of feces everywhere he lays which is frustrating because I am always cleaning up after him. I'm a clean person and I don't like to have feces on my furniture, beds,clothing etc.. However I do love the cat. He has normal stools,and he had a fecal test recently which was negative, and has been wormed in the past. He is an indoor,neutered cat. I feed him a grain free cat food with 1/2 can of canned food daily. He is a very active and happy cat. My Vet wants to do very expensive tests to determine the cause of the symptoms I mentioned. I honestly can't afford to pay hundreds of dollars for tests. Has anybody had a cat with these issues?

He sounds like he has a case of poopy butt.  Are his stools normal or soft?

It sounds less like there is something wrong with his anatomy and more like he doesn't clean himself.  Is that possible?  Can you add a photo?
