Giving cuddles to once feral kitten

I have adopted one of my fosters who came to me with his brothers at 6 weeks old. I worked with them to get them tame and they all came round real fast. Cobalt is now 12 weeks old. He follows me from room to room, plops at my feet when I'm doing dishes, and purrs up a storm whenever he gets pets. He'll sleep on me a lot as well, when I'm laying in bed, he'll sometimes sleep on my chest, or if I'm sitting down in the living room, he'll lay on my lap or sometimes the back of the chair. He handles alright. I can pick him up and hold him, but he would prefer to not be held.  I'm trying to figure out how to get him out of this stage. I tried using treats, but he gets so excited, he just wiggles to be let down to get to the treats. I also then have to hold him one handed, which tends to increase his desire to be put down, I'm thinking because he doesn't feel secure. The other issue I'm having with him is if he's laying next to me, and I lay near him, where I'm touching him or loving on him, he'll usually get up and move. Any ideas on how to get my little 3 month old used to being held for longer periods of time & wanting to be cuddled? This advice would also be helpful for future fosters - I should be getting a foster soon who is having similar issues.
