I'm not sure if those ingredients are toxic or not, BUT I personally wouldn't give it to them.  Cats are obligate carnivores and won't gain anything nutritionally from them anyways.  Maybe you can buy some other treats that are made for cats?  My favorite are freeze dried one ingredient meat.

You can also safe treat them "people food" like canned sardines (in water, no salt, only once in a while), raw eggs, cooked plain eggs, raw meat, plain boiled meat, etc.

Also, giving them those cookies would train them how to beg for food when you're eating and personally that would annoy me like crazy. Lol. Oh yeah, and the cookies do contain milk, which cats cannot digest.

None of those ingredients are harmful but I still wouldn't feed it to a cat. Cats will beg for anything that smells good to them but not everything they want is good for them to eat. Don't give your cat any sort of people snack or junk food. Keep in mind that some people food and ingredients used in food can be harmful to cats. Here's a list: https://www.aspca.org/pet-care/animal-poison-control/people-foods-avoid-feeding-your-pets

Please only give cat treats or safe things like meat (plain cooked or raw).
