Getting your mom to agree to keep her might be more important than getting the kitty to trust you. I mean I would hate for you to tame her and then have someone want to get rid of her.  If you are feeding her twice a day, I am pretty sure she will keep coming back to you.  Cats like free food thats easy to obtain.  Next step would be to talk to her while she eats and get her used to your voice.  If she doesn't run when she sees you, thats a good sign.  She probably knows you are the one who is putting out that food.  While you are talking to her, its okay to look at her, but I would be careful about staring directly at her, even smiling, that we think of as a gesture of friendship, that cat sees as you showing your teeth, and remember that teeth are a weapon.  A better thing to do is to soften  your eyes at her.  What that means is a slow blink.  Looking away from her is showing her you trust her. Staring intently at her means you dont trust her and you are watching her every move.  If you are able to sit and talk to her while she eats, then you might try introducing a toy, or start putting the food so that she comes closer to you. Not all at once, just shorten the gap a little at a time, or have a special treat that you can toss to her to see how close you can lure her.  And you have to take it at the cats pace.  You can't be sure if she is born feral, or abandoned at some point.

I presume she is spayed?  If not, this should be a high priority.

I agree, talking things out with mom is most important.

Also, getting the landlords OK may be necessary in some variations.

IF everything goes OK, and you decide to try to have her inside for a more intensive fostering, you can use a humane trap.  Its goes quicker than fostering her so she herself goes inside.

The exact details we will talk you through when the time comes.

Good luck!
