How old are they, exactly?  Does she nurse?  Does the others nurse, and are OK and contend with their nursing?

There may surely be many reason why a kitten meows - usually they dont meows much if they are contend and happy.

The most common reason is they are hungry.  Ie by some reason, dont get enough.

She may also be a weak suckler - in such case its necessary to help her get food with a syringe - look further down.

So, if you see or think this may be so, you must be prepared to either more vigorously help her to mom - perhaps while the littermates are sleeping -

or even, to give her suitable food yourself.

Either a good kmr or goat milk - raw goat milk is perhaps the very best, fresh or frozen.   Other goat milks types, as long as they are full fat, are OK.

Or a good kmr....

If she is used to mommas teats, she will probably be reluctant to the bottle.   In such cases, its easier with a needleless syringe of 1 or 1,5 mm....  Syringe help also for weak sucklers.

Give her having her  tummy down, head up -- the body may be somewhat raised up diagonally.  In the corner of the cheek, a few drops a time so she manages to swallow properly.

If she swallows actively, it may go  fairly quickly,   Burp afterwards.

Kelowna in the USA?  Which state?

You have right - not all vets are used to help weak kittens.   So very often, there is no big point to go to a vet with a weak kitten - its better to try and find some experienced rescuer,  or experienced breeder  of cats, dogs or rabbits, or even a seasoned mom of many children.   Moms are usually used to improvise and manage and handle complicated situations...

Has mom's milk come in yet? The kitten should be nursing. If not, you'll need to supplement, as Stefan said, until she is strong enough to nurse on her own.

Is this your cat's second litter since July? Please get your cat spayed soon so that she does not continue to produce litter after litter. Have you re-homed her 3 kittens from her previous litter in July?
