Cat's penis exposed while grooming

My cat is 7 months old and he was neutered a month ago. I noticed this when he was younger but didn't know what to make of it because I've never had a male cat. Sometimes when he's grooming himself his actual penis comes out from the fur part that is surrounding it (can't think of the name).. Is this normal? It looks pinkish red. He urinates and uses the litter box normally (or what appears to be), eats wet & dry.. Does the licking / exposed penis suggest that he has urinary issues? Or is this normal? Should I call the vet?

It's normal, as long as it goes back in when he's done grooming. He needs to keep everything clean, after all .
