kitten with urinary incontinence issues. help

One of my fosters cannot control when he pees. He pees when he eats, sleeps, plays, etc. His X-rays came back normal. He has been seen by a couple vets. He and his brother wobble like CH kitties. They are going to be seen by a neurologist but in the meantime I wanted to know if anyone on here has had any experience with this or may be able to give any insight. They've ruled out a urinary tract infection and bladder stones. He is 13 weeks old. I have had him for 2 weeks now. Before that he was in a different state but he got transferred here to try and get help. No evidence of trauma or spinal cord injury unless, of course, the urinary incontinence IS the only evidence left behind.

Sorry about the delay and no responses! I don't know IF Cerebellar Hypoplasia has a symptom of urinary incontinence as you mention the kittens are wobbly too.
