Cat with feline dwarfism, hasn't gone into heat

One of my cats had a litter of kittens (got pregnant a week before her appointment to be spayed, grrr) and one of them kittens had a very large head but was very small overall. She almost didn't make it but we helped her pull through and now she's the sweetest thing ever. She has a big under bite, the top of her nose is concave instead of convex, her eyes are huge, semi-rigid spine, tail is stiff except for tip, front legs are fused at the elbow, hind legs are pointed inward toward each other, can't retract her claws, and her bones crack often. When she was about 4 months old the vet confirmed she has feline dwarfism. I was going to take her back to be spayed (she had a cold at that visit so couldn't even get her vaccines) but I've had a bad spell of medical problems myself and wasn't able to get back out (broken ankle, emergency surgery, etc) so she not has been spayed yet. She's going to be a year old in a few weeks and it dawned on me recently that she's never gone into heat. I've never had a cat that didn't go into heat by 8 months at the latest. Could this be another part of her condition? Is this normal? If she doesn't need it I'd rather not subject her to surgery, but I definitely don't want her getting pregnant. I don't think she could survive it either. 

I'm going to consult with her vet but I figured it couldn't hurt to ask here either until I can get her an appointment and be seen. Thanks!

That's a good idea, I'll ask about that. Do you know if this is normal in cats with dwarfism?
