Please help!

I have rescued two kittens one week ago...
Yesterday they were sound. But today one of them is not moving or crying or doing any sound, she is not eating anything.
I am tensed.. Please help.
I think they are more than 3 weeks old

This may have been better off posted in the kitten and pregnancy forum, but some more details may assist users in helping you - like what are you feeding the kittens. Although I have no experience in such young kittens, my first instinct would be to take them to the vet

I am giving them powder milk from yesterday. I gave them cow's milk earlier. The other one is sound but the black one is not eating or doing any sound. She is lying on the floor without doing anything.
Please help

There is no veterinarian in my location..

As I said, I have no experience with kittens this young so I can't give you any advice. Two things that I can say: do not give them cows milk, cats are lactose intolerant and this can really upset them! Another is to please go onto the pregnancy and kitten forum and read up on what to feed such young kittens.
