Hi,

So I cover all my outlets with the baby plugs and make sure everything is unplugged at night, I have an outlet that is loose, so I did not put a cover on it. I put a plastic container over it, and it was moved this morning. I am not sure if it fell or if he moved it, If he got electrocuted, would he be acting differently?

I would think if he got electrocuted, he would MOST DEFINITELY be acting differently.

Good for you for being such a conscientious kitten owner

So...what do you mean by "loose"?  Is it hanging out of the wall?  Can you either put a piece of furniture up against it (not causing a fire hazard, or screw it back in, or just what?  Maybe a picture of it is in order so we can help you on how to cover it ir whatever.  If you were able to hang a plastic container over it, I'm guessing it's actually hanging out of the wall.  Is that temporary?  If not, maybe you can either tape the plastic container around it, or screw something into the wall around it, because that would sure by a kitty magnet, and he could absolutely hurt himself on it, I would think.
