new kitten with eyelid problem

I noticed yesterday that my new kitty's eyelid is swollen and dry/scaly looking. I got him from a shelter a couple weeks ago and he's been indoors the whole time with my other adult cat. It hasn't seemed to been getting any worse since yesterday. Does anyone know what it could be?

It could be a bit or some kind of skin irritation. I'd get him to the vet for a check up to make sure it's nothing more serious and to be sure it's not going to affect the eye.
