My 16 week old kitten hasn't been neutered yet. He bites me and my roommate my son and we're tired of it; what could I do to get him to stop he also scratches us a lot.

Hello and welcome to TCS!

It's fairly common for a kitten of this age to do this sort of thing.  He needs to be guided to correct behavior; just like a child.  Be sure you never use your hands to play!  If he wants to wrestle something; give him a stuffed animal that is about the same size he is and direct his attention to that.  Use wand toys to help divert his playful energy away from  your body.  If you toss a toy mouse; he might get the idea to bring it back and play fetch with you.

If he bites/scratches you; end the play immediately.  Get up and walk away.  Cats do not understand discipline like humans or dogs do.  They learn things through repetition.  Even negative attention can be attention for some cats.  So if you end the game he should figure out they lose attention when they bite/scratch.  It does take consistency and some time.  You could try giving a hiss; like a mother cat or sibling would when they play too rough.  But still end the game.
