Mama cat had 3 kittens. Two are 16 days old and doing great. The third is 14 days old and is going great except her right eye was partially open 3 days ago, fully open yesterday and today is was closed. I took a cotton ball with warm water and dabbed around the eye and it opened back up. To me it looks a little watery or gooey. Is this a eye problem or is it just that its newly starting to open?

It could be an eye infection.  There is an ointment you can get form your vet, but maybe watch for a day or two.  Did the other kittens have this issue?  Make sure you wash your hands after wiping the kitten's eye in case it is contagious.

No, the other two kittens eyes have been open and look fine. I will call the vet but the vet seems to not like to deal with young kittens :( the little kitten seems to be behind the other two a good bit. The others are starting to stand and get around away from mom where as this one seems to nurse and sleep only. Maybe hes just slower to catch up. I hope it's not a infection.

There is also the worry that the kitten would pick something up at the vet.  If you have a rescue or ASPCA nearby you can check with them for a vet in your area who is good with small kittens.

Mild infections are very common in young kitten eyes. Its bacterial.
Kitten needs terramycin ointment asap, meanwhile use warm wet cloth, hold on closed eye for several seconds then wait for a minute then very gently wipe eye to remove softened goop.
Never allow eye to remain stuck shut, this causes the drainage to back up in the eye socket and can turn very bad fast, even risking vision.
If the vet doesnt like dealing with kittens so young its due to lack of experience as most vets are with babies. But he can still give you the ointment.

Yes, as catwoman suggested, you need terramycin for the eye. It is an antibiotic for eye infections, which are common in kittens but which are contagious. It's a very simple fix.
