Is it possible to trap them? If the kittens are very young it might be possible to pick them up and you could get a humane trap for the mother. If the kittens are already running around you could try to trap them too. It doesn't matter if you don't get all of them at once, just keep trying until you have the whole family. Most shelters and some vets have humane traps you can borrow. Even if you can't keep them moving the mother and kittens to a barn or keeping the family in a dog crate is safer than leaving them outside.

Have you tried the Human Society or Alley Cat Allies? They might be able to help you with trapping.

Let us know if you are able to borrow a trap, it's sometimes possible to use the kittens as bait to make sure you get the mother too.

I agree.  Sometimes the mom even does voluntarily follows the kittens inside, to be with them...

Anyway, taking the kittens makes it easier to foster them, and make them easy to adopt out.

And the spaying for the mom of course.  Its always a good idea.   With a little luck, it may shows she is OK with the idea to be fostered herself too, once catched...  But if you cant, its "just" to release her after the recovery  along the TNR idea (and possibly after done with nursing her kittens - it depends on the exact situation).
