Outdoor ground cover

Hi. I have set up a shelter and feeding station for stray and feral cats. The only problem is the ground was covered with rocks. I have shoveled away the rocks but am not sure what type of ground cover to put down as it is hard to get grass to grow where I live. Does anyone know what kind of ground cover cats like? Sand? Peat gravel? Thank you. ;)

I have my shelters and feeding stations on my deck.  You could get some old wooden pallets and place them on top.  If you put sand on it, they might use it as a litter box.  You also could try finely shredding mulch.  Yet, it's best to have them elevated a bit to keep them from standing in water/snow.  I have mine up on bricks.

That is great advice. I found a flower shop that said I can pick up some old pallets from them todwy. Thank you for the suggestion.
