Suggestions on next approah to woman abandoning ferals.

I TNR in my mountain community. Last year I was contacted by a woman to trap some ferals she had been caring for living under her porch stairs. 3 adults  and a litter of 3 kittens. 

In Dec the woman passed away and I cared for the cats twice at the request of her partner when she was going to be away.  She then called me for help in removing the cats and I convinced her not to do so. Recently I called to hear how things were working out and never heard back. I drove by her house and stopped when I saw her car. She was in her garage getting ready to leave when I asked how she was doing in general and did she need help with the cats, a few that were in the vicinity. She said she was in a rush, had to leave but would call me towards the end of the week. That was 2 weeks ago. I noticed there was no cat food in the garage where it always was stored and the feeding bowls I had given her were stored atop a box, unused.

I am sure she does not want the cats around and is not feeding them and obviously does not want to work on a solution with me. I want to reapproach her and am looking for advice on how to proceed without being seen as an annoyance.

What is the attitude re: feral cats in your area?  If the powers-that-be see the sense in TNR, then you may be able to recruit help from the cruelty agent or animal control officer.  It is cruel to simply stop feeding them and she may not realize the issues she's creating.  (The cats will seek food elsewhere and may be even more unwelcomed).

She's probabnly grieving the loss of her partner, so she may not be feeling reasonable.  I would definitely seek advice and or support before re-approaching her.
