My cat is eating a small cat size bowl a day of Purina One and he's always hungry
Yeah , if you add just one meal of wet food a day that will probably help  a lot ..   It would probably help too if you can get a grain free kibble that has a higher meat content . It will be more satisfying for him

Yeah that is really good food . Can you buy that locally ?
I agree. it is good food. Petco sells it (online only and just the Whascally Wabbit and Wholly Cow), Amazon sells it, Chewy.com sells it and independent pet stores usually carry it or should be able to order it for you. My picky eaters liked the Chicken Licken pate.  I found it at a local independent pet store.

yes Meijer and Kroger carry it and Meijer is cheaper than Kroger and I was thinking about using it for both my dog and cat

Try contacting the pet food company and ask for coupons. Sometimes they will give you coupons. I know Nature's Variety offers coupons. You can sign up on the Nature's variety web site to receive the coupons via email.

Independent pet stores often have food samples, usually dry food, or they may have pet food company reps come to set up a display table and give out samples and coupons. I'm not sure if chain pet stores like Petco have free food samples but you can ask.

The large cans of friskies pate either 5.5 oz. or 12 ounce should be good and within your budget, they sell the big cans at the dollar store. I would say a less expensive wet with.a better quality dry is a good combo for your 30 budget. I think the all dry Purina diet leaves him hungry, no filling protein.

Coupons.com has cat food coupons sometimes. If you have a Petsmart near you, I was in there last night and they have a lot of foods on sale and on clearance. I found some 5.8 oz cans of Royal Canin that were on sale for $1.67 and had coupons for 50% off on them so I ended up getting them for .83 cents each. Sign up with your email to Petco and Petsmart and they will tell you when they are having sales. Petsmart is better than Petco in my opinion. They usually run their sales for both in store and online purchase. Petco rarely runs in store sales and their in store prices are higher than the online prices. They do have the Petco Pals rewards program though that gives you $5.00 for every $100 in purchases. They also sometimes offer gift cards for a certain dollar amount purchase or for signing up for auto ship.

Coupons.com had a coupon for $3.50 off 25 single cans of Fancy Feast and they are running an in store deal for buy 15 get one free.

How much you feed your cats depends on the age (kittens should get as much as they want) and the weight of the cat. This article is very helpful with amounts

Does she have no teeth or vomits? Is she small or large? What is your budget?

9 pounds is very very tiny for a sheltie, she must be mixed! I would go to pet store and see what is within your budget. Look for meats as first ingredients. Dogs are easier to feed than cats, they can digest grains. Stick to rice avoid corn and wheat

Whole Earth Farms has a line of dog foods that are very good. The have canned and dry foods. They are more reasonably priced than a lot of other foods. Petco carries it.

If her tooth loss is due to a traumatic injury she needs to see a vet. It sounds like she is in quite a bit of pain if she is having difficulty eat.

I would also advise that your brother not be left alone unsupervised with ANY of the animals. This is very concerning if, in fact, he did cause the dog this injury.
