Stray cat, strange behaviour. Can you help?

Hi there fellow Kitty lovers,

This is the first Feline companion I have had as an adult so we are learning together!
I adopted a stray 2 weeks ago and it's all been going pretty well.
She really is a lovely girl who I suspect has had a tough time after her owners moved abroad and forgot to tell her!
Dolly has been in my spare room to get used to my house and this week she has had the run of the house, she has nervously explored and spends most of her time on the windowsills looking longingly at the garden that I am going to introduce her to in a couple of weeks.
I was advised to place a litter in her room in a quiet spot and from day 1 she has used it BUT she has this weird habit of doing her business then dragging something such as a mat, paper or an item of clothing over the litter to cover it! Any ideas what she is trying to do?
Any help appreciated as I just want to understand her so I can meet her need,

People talk about this, but I've never had a cat do it. Does she also cover it with litter?
