My outdoor cat Shadow is 3 years now, and he just started living outside. So I just went out to go feed him and there he was looking fine as usually, but then I tried picking him up with one hand and I was like "Whoa! Buddy when did you start gaining weight!?" And I may have an idea of who's been over feeding him/taking the responsibility from me. But I don't know how to go about asking her to stop feeding him, I mean I don't want to walk up to her house and tell her to stop feeding my cat, and if I'm wrong I'm gonna feel TOTALLY STUPID. So can ANYONE tell me how I should go about telling her and/or asking her to stop feeding my cat Shadow.

I would suggest asking her politely if she is feeding your cat?  She may have no idea it is your cat.  Does your cat wear a collar to identify that he is owned?  If she is feeding your cat, you could tell her that he has picked up extra weight and it would be best if she only gave him a few treats instead of meals.  Tell her that he needs to be on a feeding schedule.  Cats are known to eat and eat so even though he is fed at your place, he may also want to eat at her place.

I would just start by asking since you have noticed your cat is picking up weight.  There is certainly no harm in just asking.
