9 week old kitten eats way too fast. Dry food bag says 1/3 cup daily, but kitten finishes that in 12

what should i do for the remaining 12 hours? should i give him another 1/3cup of dry food?

Another question: In 24 hours, how many times should i change water? I read that cats need fresh water daily. Does that mean changing it just once is enough? (I have an extra-extra large dog bowl that i use for my kitten's water)

I wash and refill my cats' water bowl once a day and it seems fine. It doesn't look too dirty when I wash it the next time.

For a growing kitten, I would think that if he wants more food it should be fine. Some people just leave dry food out all the time for their cats. If the cat is overweight that's a different story, but for a baby he should be able to have more food if he wants. You could check with your vet, but the amount you're feeding now seems like not enough.

1/3 cup of food isn't enough for a growing kitten. Don't go by the recommendation on the pet food label. These are often inaccurate and kittens and cats do not have a "one size fits all" need for food amounts.

The general rule of thumb is to feed your kitten as much food as he or she will eat. Free feed the dry food or provide multiple small meals of canned food daily. When your kitten gets around 6 months old or so you can slowly transition to set meal times.

Empty and refill the water bowl daily. If you forget a day, it's not a big deal as long as there is water in the bowl. Stale water is better than no water at all. You can also add water to the canned food t be sure that your kitten is getting enough water. Lots of cats won't drink out of a bowl enough to meet their water needs.
