My new 8 week old kitten is very timid. He's shaking and gets shocked with littlest of noises. what

I fell in love with the kitten at first sight. I took it out of the cage (at the shelter before adopting) to play with it but it was very scared and hid under a scratch board. It doesn't seem interested in any of his toys neither food not litter. how can i make him feel more comfortable? 

i adopted him from a municipal shelter and he was in foster care before that with no mom. (he had 2 siblings and he was a stray)

i read somewhere that kittens with no moms usually grow up to have behavioural issues. is this true?

Congratulations on your new kitty!  He is scared, which is totally understandable.  He's in a new place with new people, new sounds, new smells, new everything!  For now, I'd confine him to one room because he's probably overwhelmed with the largeness of his surroundings.  Allow him to get comfortable in one room and them expose him to other parts of the house.  Get him a small stuffed animal to be his "friend", unless you can afford to have a 2nd cat of similar age to him.  He really could use a playmate. 

While he is a little young, he shouldn't have lifelong behavioral problems.  Not sure where you got your information, but since he's still so young, you'll have to be the mom cat and help train him to do the appropriate things, like not biting, not scratching the furniture, and stuff like that.
