is it normal for 2 and a half week kitten to meow so bad when i carry it

hi...

I have 4 kittens from a street cat that picked my house to give birth in it...

Iam planning to have 1 of those kittens to take care of him and make him my friend

the one I liked most he is a peace of art but it looks from his personality he is a cowered   and noisy 

he meow so bad very loudly and sting his nails in my chest when I carry him...

which is other cat's don't do....

so is that really his personalty or what.. cuz I don't have much exp with the new born kittens.....

and if yes can I change his behavior totally when he still a kitten... cuz I had before a cowered cat for a year who changed my life into hell and his behavior didn't change a bit whatever I treat him....

advice?  

Are the kittens still with their mom right now? It needs and wants its mom and that's why it's crying. It is probably hungry too and needs to nurse.

they are 2 and a half week and yes their mother with them...
