Difficult to see, black cats are diffiult to photo so its clearly showing.

But if from a pet store, he could be  from a BYB breeder producing pet quality Orientals.

(I saw in another tread you compared a Black somewhat oriental look alike as similiar to your Guiness).

but labelling him as a black shorthaired domestic  is the only safe to do.

He is a domestic shorthair, like the majority of cats around the world, with no specific breed. Often petshops will take in unwanted litters of kittens, especially if they are short of pedigree cats for some reason.

I was told by my vet that my cat may have some Siamese or Bombay in him because of how vocal he is, and he also attaches to me like Velcro when I come home from work

He does not look at all oriental to me. You must realise that cats are not like dogs - the domestic cat does not descend from the pedigree cat, but the other way round. People only started to select cats for breeding certain characteristics about 200 years ago, whereas dogs were selected to be hunters, guard dogs, big, small, long-haired etc over thousands of years. So all the traits and physical types that you can find in a pedigree cat come from traits that exist naturally in the domestic cat. Of course, these differ round the world - long-haired cats evolved naturally in northern forests, pointed cats developed in desert climates to keep cool, etc. But that does not mean that every long-haired cat is a Maine Coon, or every cat with dark coloured ears and a pointed face is Siamese. He is a sweet-looking cat with a nice temperament who is attached to you, and that is the important thing.
