Have you spent any time looking for shelters or organizations that have trap-neuter-return (TNR) programs in your area? If you click on rescue resources in my signature line, it'll take you to links where you can search for groups in your area.

You can also go to www.alleycat.org and contact them. There may be someone affiliated with Alley Cat Allies in your area that might be able to help these cats.

Unfortunately, I'm in Northwest NJ.

The other alternative is to click on the low-cost spay/neuter resournces link in my signature line. There are a number of orgs in California that have free or VERY low-cost spay/neuter clinics. San Diego has one of the best programs in the country. It couldn't hurt to contact www.feralcat.com and ask them if they know of anyone up your way that could help.
