Urgent! Advice needed for injured cat (not mine)

Who do I contact in a case of animal neglect? My neighbor's cat fell (I feel he was most likely kicked) off a third story balcony and has a very obvious broken leg now. The neighbor refuses to take the cat to the vet. She said that he just has a "sprained paw" (it's a 35ft. drop at least), and she has other stuff to worry about. She asked how she was supposed to get the cat to the vet since she doesn't have a car. I offered to take her. I said I'd even take the cat by myself if she'd let me. She won't let me. I know this isn't the place to go for quick advice usually, but I'd really love it if someone has any suggestions I haven't tried yet. The police don't seem to think there's a rush on a cat that's been in pain with a broken leg since Tuesday night. The city animal shelter told me to call the police. My next option is kicking in their door and just stealing the cat, and I am not above doing that. I NEED to help this poor baby. Quickly. Any advice is much appreciated.

Would the humane society be any help? In the UK my first thought would be the rspca, though they do have their limitations. Just going and stealing the cat could make life very difficult for you. It's not a great idea to risk being arrested - you'd be no use to the cat if that happened - and that's before even starting on the animosity it could cause between you and your neighbour.

It's incomprehensible to me that people are so willing to leave animals in pain. I really hope you find a way to help this cat.

Wow, do you hav a local Humane Society? Maybe they can help if not, try contacting Alley Cat Allies. I hope you can help, that poor cat is in a great deal of pain. Very true what @Columbine   is saying.

Thanks, you guys. I didn't think of contacting Alley Cat Allies for ideas. Great idea. The humane society here is tied in with the city animal shelter. They only told me to make a police report. I'm not actually going to bust in their house and steal the cat, but I'm just so upset that they won't do ANYTHING. It kills me that people can be so cruel to a cat.

I'm not trying to make excuses for what they're doing but I'm trying to figure if that might be a reason. It is wrong to leave a cat suffering for 3 days like that.

Honestly, I'm pretty sure money isn't their issue. This is one of those situations where you're happy the cat isn't homeless, but at the same time you kind of wish these people didn't own the cat. They only got it because their 12 yr. old daughter wanted a kitten one day. It was only about a week before the novelty of having a new kitten wore off. They all but ignore him. I hear them screaming at him all the time, they let him outside in a very high traffic area, the brother that lives there mistreats & kicks the cat (which is why I'm pretty sure the cat didn't "fall")...Like I said, at least he's not on the street, but it's almost hard to be happy for him. Since my first post, I got the older son to finally agree to let me take the cat to a vet. I have no idea how I'll afford it, but I have to at least try. Thanks for all the support and ideas :)

Okay, I was kind of hoping they cared for the cat. Anyways, glad he is at the vet, you're a kind person to care for him, perhaps, they'll let you keep him if you want him or at least rehome him if its not reasonable to keep him.

Call your city animal control service. I believe most cities have one. I don't mean the SPCA, but the actual police type service run by the city. Say you're reporting a neglect/cruelty case and request they perform a welfare check. Tell them you saw them kick the cat, lie/embellish if you have to. These poor workers are often overwhelmed with cases and understaffed so any over exaggeration will be helpful in getting this cat the care it needs. I wouldn't steal the cat if I were you, that could get tricky legally, but maybe try talking to your neighbors again, if appropriate. Good luck!
