Scratching skin raw and bleeding

My oldest cat (about 6 years old) scratches herself so bad that she bleeds. It's only been happening for about a year, but has progressed over the last few months from just her neck to her entire body. She doesn't have fleas (we've done the baths and collars). I've taken to putting shirts/scarves on her to cover her body, but she's learning how to take them off. I came home from work today and her shirt was off and she'd scratched the left side of her body raw. She isn't bleeding, but her skin is pink and inflamed and her fur is sparse in those areas (from being ripped out). Could it be allergies? We've switched to grain free food (Blue Buffalo, mainly), give them filtered water and don't give them treats (they aren't interested). The other 2 cats haven't done anything like this. What should I try? We clip her nails as often as possible and tried the caps, but she chews them off within a day or so. I just want her to stop scratching and causing herself pain.

a vet visit might be helpful.

it could be something inhaled -- pollen, molds, dust, etc. 

i would suggest getting a Filtrete filter for the a/c unit

maybe also getting an air purifier with a hepa filter

it could also be a food allergy, so you may have to try a limited ingredient with a novel protein, such as Nature's Variety Instinct L.I.D.

What your describing could easily be a cat allergy, and this can also easily be controlled with a cat appropriate dose of an anti histamine.  If you try an anti-histamine under a vet's direction and the symptoms go away then you have a diagnosis.  You can also try and identify the cause and remove the allergen from your cat's environment (see link).  Regardless, do NOT medicate your cat without a vet's advice.  Your cat needs a vet exam.  Putting on scarves or nail caps doesn't control her discomfort at all.
