Cats Jumping?

So I have a enclosed porch, up one floor.  It has netting and up until now been a safe haven for my two cats.  They never tried to jump off and it's been a God send they could use, they love being in the sun etc.  Well I recently adopted another cat, behavior wise it's been fine.  But last night, I realized the new cat was no where to be seen.  And then it hit me, maybe he jumped off the porch.  Sure enough, after calling out several time, I found him, not only on the ground but beyond another fence next door!  Do cats normally jump that far, a full floor level?  The other two had no interest.  I'm hoping maybe he learned his lesson...but I know that's probably wishful thinking.

can you screen in that porch?

Not that I am aware of, but perhaps I can go to Home Depot and talk to them.  It's an apartment and I would probably have to get permission to add anything like that.
