Umbilical hernia in kitten?

Schmidt is 9 weeks old, and I can feel what I believe is an umbilical hernia.  It's right where his umbilical cord was.  When he's relaxing, laying down, etc, there's no bump, but when you pick him up, there is a very noticeable bump that you can feel (but not see).  It's not bigger than maybe like... 2 peas.

It hasn't affected him at all.  Behaviour, litter box habits, eating, drinking, everything...  all normal.  He's actually running laps around the room as I type this. 
 

Is there a chance it can close on it's own?  We already have one vet bill to pay, another one so soon is a little unexpected.  He will be getting neutered as soon as he's old enough.

Some vets will close it while neutering because it convenient for the cat and i don't think they charge more

Do you know if they do it even at quick fix clinics?  I mean, we can always call and ask, we just don't have constant access to a phone and only make calls if it's absolutely necessary.
