I'm having lots of trouble with my cat. It almost seems as if he hated me.

I'm new here, so please bear with me and/or feel free to direct me to the right place if this isn't it, please.

Now, jumping onto my cat's issues... His name is Splash and we adopted with on August of 2013. For the very first month he seemed fine, and if not especially lovey-dovey he was well behaved. The terror started when our previous roommate decided to let him out just to spite us, since he knew that he shouldn't go out and we told him to not let him wander off. After this, Splash became an indoor/outdoor until an incident with one of our neighbors who took it upon her hands to give us a "lesson" to not let him out; which happened around October of last year. 

We've been keeping Splash indoors only since then and he has been a nightmare. He screams at night and jumps on the kitchen counters pushing himself inside our bread-storage box and then screams some more. We managed to not let him onto the counter by making a "pshht" noise and then carrying him down. After that, he chose another spot which was the guest room and took it upon himself to piss on each one of my clothes (didn't touch my husband's stuff) and again, he lost his privileges to that room. I thought it be an issue with the litterbox at first so I changed the litter and cleaned the box more often and he still pissed on my things. 

Our next step was to close the door to that room, so he went inside our closet and, again, peed on all my things, whether they were clothes or shoes. We closed the door to the closet and now he hangs out in the main areas. He doesn't piss on anything but still screams his head off at night and insists again, on jumping onto the kitchen counters. We thought maybe he was stressed so we gave him some calming chews but that didn't subdue the problem. After this long tirade, he resigned himself to sleep in the litterbox, so I pulled him out and gave him a big cardboard box of his own and he switches between one and the other... This didn't fix the problem, he still screams like crazy at night. 

He's not aggressive (unless it's shower time) but he's not particularly loving either. At first we attributed that to him being surrendered to the shelter and whatnot, but after a year and a half I'm not sure. We have another cat who doesn't behave anything like this; we just recently adopted him but we don't think he is the cause for Splash' behavior since he had been acting that way long before the new cat came. 

Both my husband and I are at our wits ends and don't know what to do anymore to apease him or make him happy. Any suggestions and advice are more than welcome and very well appreciated!

*As extra notes:

He eats well, plenty. 

He loves the dog and constantly rubs on her and grooms her.

He doesn't have any issues with our other cat, they hang out together and sleep cuddled up.

He doesn't have a collar that might be making him uncomfortable.

Three quick questions: has he had a complete medical workup? And, is he neutered.
And finally what kind of cleaning agent are you using after your cat urinates on inappropriate stuff? Really must be an enyzyme cleaner like Nature's Miracle or Furry Paws.

He has had a complete medical workup, aside from fleas (that we are thoroughly treating) he is healthy. He is neutered and at a healthy 12 lbs of weight too. We use Arm & Hammer with OxiClean Pet Stain & Odor Remover.

It is possible to build a caged in outside area? Or take him for walks with a leash and harness? These are just some of my ideas. I'm a newbie with raising cats, so please take my suggestions with a grain of salt! 

I'm sorry your kitty has gone through so much negativity in the hands of others. It really shouldn't be for other people to "spite" or teach lessons to cats. That's just horrible. I'm glad you are trying and not giving up!

as mingking suggested, an outside "catio" might be the solution. Enclose a patio, or an area near a window? Or cat proof your yard fence so he can't get out of his own yard.

Have you tried a pheromone diffuser? They work well on some cats, but are a bit pricey.

It's hard on them if they get used to being able to go out and then can't.
