drooping tail

Not sure what is going on.
I've had Whiskey since Halloween of last year. Adopted a 9 yrs. Old. Had some sort of trauma to head as kitten, was told this by adoption center. She has always had a tilt to her head. Recently she has been less active and not around as much and I have noticed a c shaped droop to her tail...

She has been walking around like this lately or tail slightly dragging. I am worried about her :(

Also, she is inside only and I keep petting her tail and feeling it, doesn't seem to be anything wrong. Like she doesn't react in any way when I touch her tail. No pain. No bumps or anything either.

Her tail looks normal but her lack of energy could be an issue.  A cat at her age needs an annual vet exam with blood work.  When was the last time she saw a vet?

Any other behavioral changes? Does she react differently when you give her a full body pet? (For example, most cats arch their butt up when you get towards their tail.) Can she jump normally, do her back legs seem like they have normal strength?

I know this is very very old but what ended up happening to whiskeys tail? My cats tail looks pretty identical to it and just trying to figure out whats going on.
