Complaining Neighbor - Need Advice!

Two months ago I adopted two adult cats. Their names are Olivia and Chloe. I had them spayed just over a month ago. The problem is that Chloe is the one that I think is meowing periodically when I'm away at work. I work two weeks days and two weeks afternoon shifts. Not long after I adopted those two, the guy who lives upstairs from me (I live in a basement suite) commented that he can hear my cat meow, and that she's loud. I have been doing recording experiments by hooking a mic to my computer and recording what goes on in my place for the eight hours that I work. She does meow anxiously for a few minutes every couple of hours, but I don't think it's as loud as the guy says. Chloe's stitch area  from her spaying operation has been a long time in healing, and she still has to wear a collar, so could that be why she's carrying on when I'm away? Plus, they still might be adjusting to a new home after only two months. 

What really bothers me is that my upstairs neighbors have a Maltese poodle that has one of loudest and  most obnoxious barks I have ever heard coming from a dog. This dog doesn't just bark, he goes berserk. He goes off like a steam whistle! I have heard him go off about every five minutes sometimes when I try to have a quiet, peaceful evening, and there are times when they leave him home when they are out somewhere, and he yips and yelps non-stop for about two or three hours straight. My ears and nerves have been tortured for three years of that! It galls me that he complains about my cat, when my cat isn't as loud and relentless as their dog is. I admit that I have complained strenuously about the dog in the past, so could it be that he's getting back at me about the cat? if he complains one more time, I think I'll point out how their dog has affected me and tell him that if he doesn't complain about my cat, then I won't complain about their dog.

Does anyone know how I can keep my cat quiet while I'm gone? I do leave the tv and a radio on, and the cats have lots of toys to play with. Is there some kind of medication or natural herbs that will calm her? The house where I live is not very sound proof, so could that be an issue that the landlord should look into? It also bothers me because I'm still grieving the loss of my other two cats, Sally and Minnie, both of who I lost from mammary cancer because I had them spayed at the age of nine. The loss of of those two and my complaints from my neighbor is really putting extra stress on me. My upstairs neighbors are really not bad people, but I just don't like the pot calling the kettle black. How can I handle this situation? I am definitely not willing to give up those two cats because I've grown attached to them. Any advice on all this? I sure would appreciate it. Thanks.

You can try some feliway diffusers or some Composure liquid max calming supplement.  The feliways are plugged in and you will need one for each room that the cats hang out in.  The composure can be mixed into wet food.  Both take a few days or more to begin working.  Yet I have found both to help.
