whats this on my cats nose/ upper lip? please advise

No not scratching it.and yes we let him go outside too ..its kind of looks like a blister.
Omg I just noticed its on the roof of his mouth

normally, upper lip makes me think of this
An indolent (painless and slow to change) ulcer, or rodent ulcer, is usually found on the margin of the cat's upper lip. The indolent ulcer has a very unique appearance and typically does not require further diagnostics. At times, a lesion will also form on the cat's tongue; usually near the back of the mouth. The exact cause of an indolent ulcer is not known although a genetic predisposition and a hypersensitivity reaction, such as flea-bite dermatitis, are highly suspected. This is the most common lesion of the eosinophilic diseases.

How long has this been developing? I haven't dealt with rodent ulcers or anything similar before, but when in doubt, I would at least call my vet and ask (or ask if you can email them pictures - most vets I've dealt with are great with communicating online). I would rather have it checked out if I'm not sure than risk causing the cat any pain or discomfort if there is something that can be done about it.
